My guesses: These are times to evade notice and stay calm; two colors as tonally close as navy and black vary your wardrobe while not drawing too much attention — more contrast would be subliminally subversive. The cream cuts that a bit, but remains as bland a color as possible. The ensemble overall is corporate-executive, and vaguely associative with military uniforms (big-N Navy or Marine Dress), so it seems to toe a line.
