I'm sure it can, with enough context — a search turns up more instances of that palette being used to furnish rooms than bodies, though apparently fashionistas on Insta and TikTok are suddenly defending navy-with-black and saying "beige is this season's neutral color" but can be substituted with white or cream. My guesses: These are times to evade notice and stay calm; two colors as tonally close as navy and black vary your wardrobe while not drawing too much attention — more contrast would be subliminally subversive. The cream cuts that a bit, but remains as bland a color as possible. The ensemble overall is corporate-executive, and vaguely associative with military uniforms (big-N Navy or Marine Dress), so it seems to toe a line. There are some funereal associations too... our democracy is on the critical list and this is the garb of its silent mourners and honor guard.
